In Fallout: New Vegas, prisoners are free to leave at any time
In New Vegas, NCR jail cells are only locked from the outside; prisoners are free to leave whenever they wish. Similarly in the quest Booted, if you start shooting near the tied up prisoners in the Legion Raid camp, they are suddenly able to untie themselves and run away.
